Why won't my Jell-O set?

I bought this package of Chinese almond agar (seaweed) gelatin. It's essentially Jell-O, and it came with these directions:

Mix contents with 4 cups of water in a saucepan. Cook and stir occasionally and bring to a boil. Remove from heat. Stir 2 cups of whole milk and mix well. Pour mixture into glasses or shallow pans and let cool. Refrigerate until set.

It's been about 2 hours and my Jell-O hasn't set. Any reasons for why this might've happened? Should I wait longer? If my Jell-O won't set, is there any way I can still salvage it?

Well first off its a bit different from Jell-O brand jello so it will take longer since Jell-O is made to harden quickly don't worry it will harden I have used this type several times, if you followed the directions then just relax and don't check on it.

Did you mention "Chinese?" Well, Chinese products aren't supposed to work the way they should have been.

too much HQO makes jello slippery.

tap top to see if its forming a skin ,if so give it longer also make sure you use cups and not mugs

it's because you keep watching it... go take a nap or something then come back and it will have set
