Japan has a lot of debts?

Been reading a lot of magazines lately, and many articles talked about the high debt in Japan. How did Japan get all such high debt?

Due to the long economic recession in Japan, tax income has been declining. To stimulate the economy, the Japanese government has been spending a lot.
More expenditure and less income have resulted in high debt as you read in magazines.
