Both, you need to get both Panel Certificate as your brother have lived in US for over 12 months

For HK CNCC, you can write to HKP Wai Chai Headquarter to apply for a CNCC, you will need to have your finger print done in local precindict and forward them to HKP.

For the US Biometric Check, you may need to do it in your local FBI office (Cos you need a federal check,mean nationwide, not statewide.)
