The only two animes I've seen that can really be classified as ecchi are Chobits and Rosario + Vampire. Chobits is decent, so long as you make sure to watch it right through to the end. Rosario + Vampire has mediocre writing, but the animation and comedy are okay. I've also seen Elfen Lied, but it doesn't really count because most of the graphic nudity is accompanied by equally graphic horror. It's still an awesome show though.
