You buy the insurance for whichever state you LIVE in. If you're moving to MA, you can apply for MA health insurance, but expect to pay A LOT more for the same coverage.

NO, it does NOT work the same in different states, because each state has different requirements. Insurance is regulated on a state by state basis. MA requires that the insurance company take you, but they can charge WHATEVER rate they want, to cover that preexisting condition. And, in general, MA's health insurance rates are the highest in the nation, due to their "reform".

Due to differences is state law, most health insurance cannot stay with a person who moves from one state to another. Also, MA law requires all residents to have health insurance meeting certain requirements that a policy from IL might not meet. If you move to MA, you will need to get new health insurance in MA.

BCBS of IL should cover emergency treatment in MA if you are remain a resident of IL but are in MA on vacation when you get sick or injured.

In general, if the doctor you go to accepts that state's Blue Cross, then your Blue Cross should accept him just fine (it's called the Blue Card program). However, these days policies are beginning to be much more restrictive, and going out of state may be considered out of network, and would be paid at a much lower rate. Call customer service at the number on the back of your BC card and ask to make sure.
