In the reaction between magnesium and hydrochloric acid, the actual reaction is between magnesium and hydrogen ions in the acid.
Mg(s) + 2H^+(aq) → Mg^2+(aq) + H2(g)
The reaction is caused by collisions of the H^+(aq) ions to the surface of the Mg(s).

The more frequent the collisions between particles of reactants in each second, the higher the reaction rate is.

You've got the wrong answer. The first one is true.

Magnesium powder has a greater surface area than magneium ribbon of the same mass. Obviously, magnesium powder reacts faster than magnesium ribbon.
