I assume you mean F2B instead of F3 as there is no F3.

1. The process is not automatic. You must contact the National Visa Center to request an upgrade. There is no form available for this process.

Simply write to them that you want to request an upgrade from F2B to F1 and provide the proof (copy of U.S. Passport or Certificate of Naturalization) with your case number. Then you will be notify for the approval of change.

2. At this moment, a visa quota is available for all F1 as of the priority date June 22, 2004. So technically after the upgrade, your "actual" application process can be began. You can also request them to begin the process as well when you write to them for the upgrade.

By the way, the F of F2B does not stand for Form but Family Preference or simply Family.

No, it will not be an automatic process. You will need to change the status yourselve. And re-queue to F-1.

But dude, listen.

You are currently queuing for F-2B and it have a Processing queue from 1 Feb 2002. That mean you are 2 years and 4 months away from your case being processed.

The current Processing queue for F-1 is 22 Jun 2004, that mean if you change the Preference today, it will take 6 years until your case being process.

You are going backward dude.

It was a mistake that your parent naturalise as US Citizens, now you have to wait for 6 more year. (just go yell at your parent some more...)
