How do I start a small business in Connecticut?

I have been to the IRS site and also ct.gov which are helpful but I was hoping there was a step-by-step list somewhere. Should I consult a lawyer? How are taxes deducted from my emplyees' paychecks? Do I have to do it myself? If I live in one city but want to start my business in another, at which town hall do I register my trade name? I NEED HELP!! Any and all is greatly appreciated.
