For the sake of convenience I wish to answer in English. In case you do not understand any part of my answer due to language barrier you may email me for clarification.
Both Surveying and Civil Engineering and are under the Department of Construction. Surveying in IVE refers to Quantity Surveying and Building Surveying, the former is about estimation and control of building cost, contract documents and accounting for construction project whereas the latter is about building regulations, building safety inspection, repair and maintenance. Civil Engineering refers to the design and construction of highways, roads and bridge, water retaining structure, slope maintenance, large foundation works, tunnel construction, etc.
If you are good in Physics and Mathematics you are encouraged to take Civil Engineering because it is a well known profession and has good reputation and job opportunities. If you are an Arts student, good in language and weak in Physics, you should go for Surveying. Surveying is going to be more popular since building maintenance is becoming a hot topic nowadays.

For promotion from one stage to another, a student has to pass all modules (subjects), not only the average mark. However, sometimes he/she may be allowed promotion with one or two failed modules. In this case, the will have to restudy and resit pass these failed modules in addition to the curriculum of the higher level. Each case will be considered on individual merit basis.
