Correct answers:

Do the police arrest people for littering ?
Are people arrested by the police for littering?

We do not allow mobile phones in the library.
Mobile phones are not allowed in the library.
Mobile phones are not allowed by us in the library.
(Both are correct)

Do they ban smoking in air-conditioned places ?
Is smoking in air-conditioned places banned by them?

Passive: O V(present) S

1. S=Police, V=arrest, O=people
Do people be arrested by the police for littering?
Are people being arrested by the police for littering?[This is asking now!]

2. S=We, V=allow, O=mobile phones
Mobile phones are not allowed in the library. [You're correct.]

3. S=They, V=ban, O=smoking
Does smoking be banned (by them) in air-conditioned places?
Is smoking being banned (by them) in air-conditioned places? [This is native speaking.]

For questions in passive voice, as the verb tense is being converted to Do/Does/..., a "be" or "being" is required to form the passive form.

Do the police arrest people for littering ?
My answer: Are the police arrested people for littering ?
>> are people arrested for littering by police.

to find out the SVO, subject , verb, object.
subject=police, object=people, verb=arrest
Note subject is always before the verb, object is always after verb.
Then, step1, the object of active voice is placed at the begining to become subject of passive voice sentence.
step 2, verb is changed to be the form of be + past participle.

We do not allow mobile phones in the library.
my answer: Mobile phones are not allowed in the library.
>>correct

Do they ban smoking in air-conditioned places ?
My answer: Are the air-conditioned places banned by them ?

>>is smoking banned in air-conditioned places.

we notice that the ban is verb., so SMOKING after verb of ban is OBJECT which should be placed at the BEGINNING rather than the air- conditioned places.

SUMMARY, when active voice is changed to passive voice, object is placed at the beginning in passive voice sentence.
And the verb have to be changed to passive voice form which is be+ past participle.

1被動式,係人都知subject同object 會互換吧﹗你唔識根本教不到你。
2被動式公式係be+p.p(past participle)這是被動式的主要公式。識左佢就搞定
