Good Raincoat?????????

I'm sick of the rain, and umbrella is useless. Does anyone know any good raincoat? where can I get it? Can you even judge a raincoat whether it's good or bad?

I have a North Face and it's water resistant. I think it works very well for the Seattle rain. When I go inside I shake it off or it drys super fast. I don't know what model mine is, but it will tell you on the tag if it's resistant to water. If you have a Nordstroms Rack you can find one for less than $50 instead of paying $200.
