take its toll一般是指承受某一些後果。
toll是公共交通的收費，意思轉為某人或某事件要付的代價。

這句的意思是由於熱的氣溫和濕度，使到所帶來的後果是有多人中暑和不適入院和幾百人抽筋等情況。
