An invitation to treat, as the details are not comprehensive enough to be construed as a formal public offer.

This is an offer.
Terms not negotiable means that the terms are fixed. You can either accept or reject the whole offer.
But (terms not negotiable ) is not equal to (offer). Some offers allow negotiation.
