我的疑問是甚麼甚麼 refers 這個寫法是否合文法？
或是這是法律文件的特別寫法，不宜用於普通文書？

這是法律文件的特別寫法，不宜用於普通文書。正常寫法只需要：
Referring to the doc/letter dated XX.XX.XX, ....
或
With reference/regard to the doc/letter dated XX.XX.XX, ...
There are other more informal way to write this, but above are general business writings.
