Apart from the three factors that you mentioned, the fourth important environmental factor influencing human thermal comfort is "radiant temprature", which also needs to be taken into account as human body exhanges 50~60% of heat with the environment.
The optimal comfort levels for the three factors:
Temperature - 23.5~25.5'C (summer); 21~23'C (winter)
Relative humidity - 30~60%
Wind speed - 0.15~0.18 m/s
However, you should note that all the four environmental factors are mutually affecting one another. It is because of this reason that certain "comfort indeices" are developed to assess the degree of comfort based on the four encironmental factors.
