The shortest time is 4 years
Under Canadian Immigration law, person under 18 cannot apply spouse visa to sponsor spouse to Canada. She can only choose to get married with her parent approval as well, she need to wait til she turn 18.
After she turn 18, she need to be either working in Canada or have substancial asset to sponsor your application, therefore, she need to wait til she have a job and paying tax in Canada, or she have about 100,000 CAD in her bank, then she can applyyou to canada
Once she applied f you, you will need about 6 months to 1 year to have you in canad, then you need to stay in Canada for 2 more years to become Canadian Permenant Resident.
So the shortest possible way is :
She turn 18, With a job in Canada(1 year) - Application (1 year) - Temporary Resident (2 years) Totalling 4 years.

You cannot study at year 12 in public school if you are not Canadian Resident or Citizens, public school is free of charge, you can study Y11/12 (You cannot go directly to year 12) in private school or you can do foundation course.
Private school fee is about 10,000 CAD per year, foundation is about 15000 CAD per year.
And you should not be able to do HS anyway, as you will be over 18 when you set foot in Canada, public school capped the school age student to 18 years old.
You cannot enrol in Canadian HS (Public) if you are over 18,regardless citizenship status

Canada do not have Community College (CC), only Technical College or Vocational College......................................
and you are not allow to sponsor a spouse unless you are 18 or above, so you would not get a Canadian Visa anytime soon

Well, there are community college actually, they are like learning annex in US which offer short course like English Course or Typing Course for continue learning
