解釋咩叫As to the...?(We should consider the meaning of 'as to' only (and not together with 'the' ) because 'the' is the article for 'suggestion...'.)
'As to' means 'about'關於.

點用呢個pattern?please give me 2~3 examples?
'As to' is used as preposition as in the pattern below: He was uncertain as to which road to take.There's no decision as to when the work might start.
'As to' in the original sentence
In the original sentence "As to the suggestion
of operating trains right through from Lo Wu/ Lok Ma Chau stations on
the East Rail Line to tuen mun station on the west rail line, this is not feasible with the vastly different signalling systems that the two lines use.", this is about "the suggestion...... line".
The meaning of the sentence is that "the suggestion.....line" is not "feasible.....use".
