business registration

can i sell food without a business registration or food factory license in hk.
if i make home style food, can i sell to people without any license, BR, or a proper shop, but just deliver to the customers who order from me online? is it legal?
please help and advise, many thanks

For BR, still can explain that the business is small as same like as self-employ

For food factory license = illegal if you don't apply (but we both know that gov't do not focus on this)
