First subtract 13 from both sides.
5x+13<45
5x-13+13<45-13
Then, divide each side by 5.

Just like a regular equation... except that if you divide by a negative number you have to reverse the inequality. So ...
5 x +13 < 45
5x < 45-13
5x < 32
x < 32/5

Much like with an equation, you can add or minus anything from an inequality:

5x < 32

Then you can multiply or divide by POSITIVE numbers.

x < 6.4

5x < 32
x < 32/5
