1. (其實你應該寫 "He's a nice guy that I've ever seen."。)
2. It 的眾數形是"They"。
They are my pets and they're called "Tom" and "Paul".

He is the nicest guy I have ever seen.

I have never seen a guy as nice as him.

They

Singular:It is the car I have mentioned.
Plural:These are the cars I have mentioned.

我認為 These 應該係 This 的 plural form, 這個例子的 singular 應該是 This is the car I have mentioned.

hkslot's answer to 1 is correct.

2 is not English. It is Chinglish, often seen in secondary school composition.

The grammatical correction made by hkslot is still wrong.

I have never seen this guy before.

hkslot's answer is very good.

你應該是問“I have ever seen”與“I have never seen”的分別吧。
I have ever seen =
I have never seen =

He is the nicest guy I have ever seen.
He is a nice guy that I have never seen him before. 及
I have never seen this nice guy before.

Singular:The tree is green. It is a pine tree.
Plural:The trees are green. They are pine trees.
Singular:It is the car I have mentioned.Plural:These are the cars I have mentioned.

It’s illogical to describe the nature of someone / something when you havent seen it before.
But I advise uplevel2046 - 不要一本通書睇到老。It’s not always the matter about “syntax of Englsih language”.

See these:
Sara: “I had never seen such nice beach before!”
Alex: “I've never seen Angelina look sexier in any role before.”
有冇人可以回答,直至Sara或Alex講完說話的一刻,他們有否看過“such a nice beach”或“a sexier Angelina”?

第一句:佢係我見過最NICE既人;
第二句:我從未見過好似佢咁NICE既人;
最後,IT既眾數都係THEY;
