工作細分 - job subdivision means a particular job responsibily is broken down into several responsiblities and assigned to different employees/departments. This usually happens during a company expansion or work load increase. All these are positive signs to the company and their employees (you) though.

1. My career develpment is affected (it is better to use the word - limited) by a recent job subdivision happened in the company.

2. The company implemented a job subdivision among employees which has limited my career development.

You have to be careful using this reason during interview as your potential employer may ask you why this happened. Is it due to your ability problem? This does not sound a good reason for change as this may happen to any company.

是指把工作步驟每項都要員工依從，所以管制了員工工作能力？
還是指把每人的工作拆少，每人只做一部份，所以員員工不能參與整體的策劃和貢獻？

這只是我想像到的兩種所謂「細分」，英文當然用詞表達不同。另一疑問是「你的發展」是甚麼？假如表達不出這兩者的關係，給你英文名詞未必有效表達你對公司的意見。
