neither side 是指後面的developed and developing countries但係意思係話developed and developing countries兩者都不能被EXCLUDED.

理解正確。原由是以前的一些國際會議只有已發展國家討論如何發展和處理對發展中國家的經濟政策如進出口，關稅，人權，環保等要求，但沒有「當事人」發展中的國家參與，因此而有這意見。
