Is call center safe ?

A bank may give out a toll-free call center number to customers who needs assistance, and call center representatives can give account balances, credit card details or take loan applications over the phone.

How does the bank guarantee the call center staff will not reveal such information to third party or make use of the information for illegal purpose?

They can't - if a person is determined to be a collector and seller of information that they get from their job, the only thing a Bank or other receiver of sensitive information can guarantee is that any employees caught doing this will be prosecuted to the full extent of the law.
