near modifies the noun place - adjective.

adjective= talking about/ describing a noun (example: The Blue Shirt [adj= blue]) adverb= Talks about/ Describing a verb (Example:He was quickly jogging. [adv= quickly]) The lookout tower (subject) collapsed (verb) during the hurricane of 1938. (it is an adverb phrase because it it talking about WHEN the lookout tower collapsed)
