Keep an eye on係看住(一個人/一樣嘢),有守住(watch/guard)的用意。
e.g. Keep an eye on the dog.

Kee an eye out for係留意/注意/小心(一個人/一樣嘢)(有點似廣東話:睇水)(watch out / look for)
e.g. Keep an eye out for the dog.

I hope you can read the Chinese.
