Depends on how old you are and do you have more sibling in HK or in Australia.
First, you only get a shot to migrate if you are under 18 OR you are the last remaining relative of your mother or yout brother in HK (That mean your dad must either be dead or in Australia)
If you are older than 18 and you still have family member in HK, you will not get though the Australian Migration procedure. Let me explain why.
There are 2 family category visas for you to apply Permanent Residence in Australia, you can either apply under Dependent Family Member visa or you can apply via Remaining Relative visa.
To apply Dependent Family Visa , you must be a dependent of an Australian Citizens or Permanent Residence and that Citizen or PR must be able to sponsor you. Dependent mean you are either disable, underage or require full time care to that Australian Citizens or PR.
To apply Remaining Relative Visa , you must be the only remaining relative of an Australian Citizens or PR who are oversea. And that Australian Citizen can provide mean of support your stay in Australia.
If you are over 18 and you still have family member in HK (ie your father, sister, brothers are still in HK) you do not satisified with either visa requirment.
