In this case, you can use either “comprehends” or “ includes”,

The park comprehends (includes) all the land on the other side of the river.

comprehend – 3 different meanings as following:
(1) get the meaning of something;
"Do you comprehend (understand) the meaning of this letter?"
(2)to become aware of through the senses;
"I could comprehend (perceive) the ship coming over the horizon"
(3)have as a part, be made up out of;
"The list comprehends (includes) the names of many famous writers"

comprehend (vt)
include (vt)

The park composes (of) all the land on the other side of the river.
The park
The park occupies all the land on the other side of the river.
The park
