In answering your question:

Having a Permanent Resident Card from Canada do not provide anything to you at all. Your stay in the United States is still subjected to your original nationality and visa requirement.

In a simple way, if you are not exempted from getting a visa, you will still need a visa to enter the United States.

In term of the length of staying, it will be determined at your entry. In a simple way, being a PR does not give you any help at all.

Canadian Citizens can enter and stay in the States WITHOUT a Visa for up to 6 months “per calendar year”. But you may be able to re-enter in the U.S. within a short period of time if you are able to demonstrate significant ties to your home country, including proof of employment, residency, etc. You only need a visa if you want to work and earn money in the States.

be a Canada citizen does not mean much to America.

if Canadian can that easy to live in USA, i believe most people did moved already, special for job seekers and sick people ( Canadian health care is so bad, people with serious sickness will die before their doctor appointment. ).

but in other way, American can easily stay in Canada as long as they want.. sounded very unfair , right?.
