I am sorry to hear you are having promlems,but it's nice that you come to me for my opinion.I'm delighted to give my advice.

First,Stealing book is not a correct behaviour.Although your friend is very poor, we still have to obey the law.Also,she steals the books from the classmates will affect their studies. Students may hate the girl and start bullying her,this will make the situation even worse. So we should help her in stead of leading her keeps stealing books from others.

For my advice,I think you should tell your class teacher what's happening. We should tell your friend that stealing is not a correct action, she should have penalty for what she has done. Let she can have a reflection and apologize to the students. Then, you can help her, such as helping her to look for a job, searching the information about money subsidize. This may help her to get money in a better way.It can show you are caring for her too.
