Please explain why cotton wools can reduce heat loss?

Is it related to the specific heat capacity / thermal conductivity ?

Cotton wool contains a lot of small air sacks in it. Since air itself is a good heat insulator, these air sacks help to reduce the loss of heat.

If the cotton wool is compressed and most of the air sacks are gone, the inuslation property of the cotton wool will be greatly reduced.
