[Law Enforcement] Can one burn woods or waste paper on street to keep warm?

I am wondering what will the law be like in UK or US on this matter.
Under the cold wind, if one burn woods or waste paper on street to keep oneself warm, will one commit any crime by doing so?

In the UK, It's illegal to set a fire within 50ft of a public highway. This law is more often than not ignored though.

I know a couple who were stranded on a highway in blizzard conditions. their vehicle broke down and they eventually got cold enough that they burned their spare tire (lit it with a flair) they were rescued by a trooper and no charges were filed

Probably you would be committing some crime but if I was freezing or starving and it was the only way to keep from doing so to burn anything or to steal food for myself or my family I most certainly would do so.

You can't just have a fire in the road. You would have to get a permit (which they would not give for that purpose)
