外交官不能因為不想談判自己國家的滅亡而受到批評。

"negotiate out of existance" = (將自己國家)從存在談判到不存在。

For example, you can not criticize diplomats of Taiwan and North Korea for not wanting to negotiate unification (with China and South Korea respectively) since the expected outcome is that their countries will be out of existance.

其實negotiate their countries out of existence (將自己國家從存在談判到不存在) 中的 "out of" 解作 "脫離" ,"走出來", 及 "變換了" 的意思。用法和以下的句子差不多：
"get him out of jail" 把他從監獄中弄出來。
"talk himself out of trouble" 用言語將自己從麻煩中擺脫出來。

negotiate out of可以解作"談判出",而out of existence亦可以解作出於生存。所以，negotiate out of existence系無得解= =！
但..成句解就系....
外交官們不能因為拒絕議論自己的國家而被批評，因為他們也只為了生存。
