to be honest, i never heard of THERE HAS or THERE HAVE!!!!
Definitely Incorrect grammar!!!

normally we just used THERE IS or THERE ARE
THERE HAS BEEN an accident.
(This sentence is correct.)

To be simple，
there has/have 的 has/have 不可以是動詞，只可以是輔助動詞.

你可以說：
There is a boy. (有一個男孩)
There are two boys. (有兩個男孩)

你也可以說：
There has been a boys. (剛才有一個男孩)
There have been two boys. (剛才有兩個男孩)

但你不可以說：
There has a boy.
There have two boys.

而甚麼時候用 has ，甚麼時候用 have ，答案就很簡單了，當然是根據後面所指的是單數或是複數名詞。

不過，若後面有兩樣東西而第一樣提到的東西是單數，很多時候動詞就會用單數，例如：

嚴格來說，這一句才是對的：
There are a boy and a girl.
There have been a boy and a girl.

但隨便一點的也較為常見的是：
There is a boy and a girl.
There has been a boy and a girl.
