Question about Tire replacement?

I just failed the inspection because of my left rear tire. I was told that I would need to replace it before I can pass the inspection. My question is,
1) should I change all the tires or I should just change only one tire. (I also went to Walmart and had the guys checked my tires. The guy told me that the front tires were fine, with 5 to 6 left. The left rear tire has only 2.X and the right rear tire has only 3.X left)
2) Where would be the best place to get my tire changed? Walmart? Pepboys? Gas station? Or somewhere else.
3) And what tire (brand name) should I choose?
P.S. My car is a honda civic 06 and has a 16' wheel.

You just want to pass the inspection, right? You only have one bad tire, right? Get a good used tire for about $15 or a set of new tires for $200. I would go to a good tire shop and get Hankook tires. They perform well and wear long and they're cheap. You could get some Continentals for substantially more, but you could boast about them.

I would replace both rear tires since the right rear is badly worn also. I'd say Walmart would be as good as anybody. I don't think the brand is as much a concern as the mileage rating. A good tire would have around 50,000 mile rating, a better tire around 70,000. Hope this helps. Good luck

You should ALWAYS replace tires in pairs. Either replace the rear tires, or replace all 4 tires. I haven't seen a gas station that sells tires in years. I would suggest talking to various shops about what tires to buy. You should actually be less concerned about the answer they give than how well they explain WHY they recommend whatever they recommend. Choose the shop you are most comfortable with the answer.
