Past perfect and simple past

I have some problems with using past perfect and simple past tense. For instances:
1. 'When'
Sometimes I do revision, I can see:
a.Her plane had just landed when we got to the airport.
b.She had just left the room when the police arrived.
But in some websites, I can see 'when' is put in front of past perfect cause.
Could you explain it to me?
2.If you have Longman Elect Workbood JS3A, can you explain each answer on P.31. I don't really understand why I need to use past perfect tense (except the title had mentioned). I want to know the proper situation when using past perfect tense.

Past perfect tense can be used in 1. reported speech when you report the original statement in simple past tense or present perfect tense; 2. like your examples that the event had happened in the past and completed before another event happened.
If change your examples into the following, it may help to illustrate the usage.
a. Her plane had just landed before we got to the airport.
b. After she had just left the room, the police arrived.
I don't have the workbook you asked. However, the above should help you.

In reported speech
simple past tense change ---> past perfect tense
present perfect tense change ---> past perfect tense

She had just left the room when the police arrived. =
when She had just left the room, the police arrived=
the police arrived when She had just left the room=
when the police arrived, She had just left the room=
any order.



Order doesnt affect the meaning
