"Unclaimed" certified mail?
I recently sent a letter, actually a summons, to someone that is hard to track down and get a hold of. I got the most accurate address I could and sent it certified mail. It came back saying:
Return to Sender
Unclaimed
Unable to Forward
Does that mean the address doesn't exist? Or that the person refused service?

It means that the post office left the certified letter pickup notice at the address. Nobody came to claim the letter and therefore it was returned to you. It does not indicate a refusal as a refusal is an action and failure to pickup is an inaction.
If the address was not a valid address it would have been returned and marked as "No such address"

"Unclaimed" means they left a pickup notice after finding no one home.
I'd contact the sheriff about a summons server.
It must be delivered in person!
