戰爭永遠都是費用龐大的。英人曾經需要同時在歐洲和美洲抗戰法國。英國需要更多財資。

The sentence 'The Britsh had had ...' is in past perfect tense.
In past perfect tense, the past tense auxiliary verb 'had' is used before the past participle of the main verb. In this case the main verb is 'have', and its past participle is 'had'. Therefore the two 'had's have different purposes.

had had to 可譯作 [曾經不得不]。 America 是指 [美洲],其實是北美,主要是英法戰争去争取加拿大 (前稱新法國 New France)。

戰爭的費用總是很高。英國不得不在歐洲和美國跟法國爭戰。大英帝國需要更多的錢。

第一個had 是past perfect tense 的had.
example: The agent had sold all the tickets before I applied for mine.

第二個had 是have/has to 的過去式.

现在式是Britain has to fight France
Past perfect tense 就變成 Britain had had to fight France.
