Does the new Health Care bill exempt low wage earners from mandatory health insurance?

I haven't heard much from that front or whether or not there is still a mandatory health insurance, but I can't find what I want to know. Anyone help?

Since it is just a bill no one knows what will happen.But if there is mandatory health insurance, why would low wagers be exempt? Mandatory means Mandatory
