When there is a burning , if you supply oxygen by blowing on to it , it will burn more vigorously because the supply air helps burning . Then for charcoal this is true but for candle , the heat of the flame melts the wax which evaporize to the gas . The gas burns out . But when you blow you discontinuate the gas supply for a moment so the flame stop & go off . Even with more oxygen the burning will not ignite again .
