那請問為何不直接用(who) lined up 而用(who) were lined up ? 這不就變成是被動了嗎?還是我搞混了???

An estimated 1000 people(主詞) were lined up (動詞)outside the store before the big sale.其實排隊在我看來是一種被動的要求動作
所以排隊習慣用法都用 be lined up

我以前在台北美國學校(TAS)喊了16年"Line up"，學生就會乖乖排好隊。
The teacher lined up the students.當然
The students were lined up by the teacher
如果學生是乖乖排好隊等我，
The students stood in line for the teacher.
