Do you mean actually writing it out with a pen? Typing Chinese would be slower than typing English as most input methods require an average of 3 to 5 keystrokes for a character.
Writing Chinese, on the other hand, is not as slow as you may think. First of all 1 (or a few together) Chinese character can have a meaning that you would have to type a paragraph of English sentences to cover. Secondly, same as English having the "script" fonts, Chinese characters can be written in a continuous flow too.
In the end, the more you write, the faster you write - it is the same as any other languages in the world, isn't it?
