"Important" Updates become "Recommended" updates?

This is just a guess, but they might have been "Important" when the update was issued because they fixed a bug that exposed your computer to a security problem, but when they were actually installed, another update had fixed the bug first, thus they were only "Recommended" because they also fixed something else. Remember, this is just a guess.
