a.) considering the symmetry of a parabola, the highest point is located atk = (-2 + 4)/2 = 1
when x = 1, y = 3 => 3 = a(1 + 2)(1 - 4)
3 = -9a => a = -1/3
b.) when x=0, y = (-1/3)(2)(-4) = 8/3
