Frame sizes are adjustable for all monitors if you use percentage to set frame size.
If you to use pixels to set, fixed size is shown in different monitors, the ratios becomes different, =some frames becomes to wide while some of them remains unchanged.
If you use percentage to set the frame sizes, even you view the page in different monitors, the ratio is keep unchanged.

In both Microsoft FrontPage and Dreamweaver, pixels or percentage settings are available for all framed pages.
