Just to help to explain a little further. The earlier Yahoo friend is right. This is direct and indirect speech.

IVAN TO TOM :WHAT IS YOUR NAME?"
Should be written as :
Ivan asked Tom " What is your name ?" (direct speech)

ANS:IVAN ASKED TOM WHAT HIS NAME WAS

(Indirect speech becomes) Ivan asked Tom what his name was.

Can you see there is difference. Direct speech with " .." and ?
Indirect speech has a full-stop(period US English) only.

TEACHER TO TOM: WHO VROKE THE WINDOW
The teacher asked Tom, " Who broke the window? " (Direct speech)

ANS:THE TEACHER ASKED TOM WHO HAD BROKEN THE WINDOW

(Indirect speech) The teacher asked Tom who had broken the window.

Grammar requires practice. The more you practice, the more you understand because English Language is not our mother tongue.

First, you have to make sure the correct name of this type of sentences. It is NOT reported question. It should be named as indirect speech, or simply reported speech.
Then, you should be able to undertstand the sequence of words better.

In questions, we put the verb BEFORE the subject. (E.g. What is your name?)
In statements (speech is a kind of statements), we put the verb AFTER the subject. (E.g. I go to school now)
The above are the basic rules of English sentences, which are defined and cannot be further explained most of the time.
What you can do is just to remember the rules.

Hope that I can help you!
