The faster runner is going at 14.8 kph. So she takes
8 km / ( 14.8 km/hr) = 0.54054 hours.

In that about of time, the slower runner goes
0.54054 hours x 11.8 km/hr = 6.378 km.
So he is 8 - 6.378 = 1.622 km from the finish line.
(Plus or minus 0.020 km)

1.6km from the finish line.
