"3y" means "3 times y"
i.e. 3y = y + y + y
and (3)(6) = 6 + 6 + 6
The difference is y + y + y doesn't simplify to simpler than 3y
So 3y divided by y
and 3 x 6 divided by 6 are done in the same way

Other examples: 12x/2x = 6 ; 15x^2/3x = 5x, 24xyx/8xz = 3y
