Let me clarify first.

You are currently under F2A, which the State Department is processing application as of June 1, 2005 (providing you are born in Hong Kong). So you should have to wait for 2 more years (originally).

However, due to your age, you will be deem ineligible for F2A. Your father must contact the National Visa Center to downgrade your petition to preserve your priority date. Currently, the State Department is processing application as of August 22, 2001. So you will have 6 more years to go. The downgrade request must be done manually in writing. There is no form needed.

But I do have a question for you. When you said your case is under initial review at Texas Service Center, which means that your case is in USCIS. It is a abnormal situation. So are you sure that the case is in fact for the petition I-130 or something else?

Bottom line, you still have a long way to go.

Child of a US LPR belong to Priotity 2 of Family Based APplication (F-2) it could take about 4-7 years, depend on case load of the visa center where you lodge your application.
Current F-2 Priority visa process to 2005, it still at least 2 years before your application would be picked up.

2A and 2B have no different except for the quota, as the category suggested, 2A is for Unmarried minor children (21 -) and 2B is for Unmarried Adult Children (21 +) if you reach 21 and not got married, you will need to change status from 2A to 2B, which may wait longer if there are more 2A application cos they allocated 77% quota to 2A and only 23% to 2B.

Well, if you did not change status, your case will still be transfer to a visa center, but when they look at your application, they will refuse your visa cos you gone overaged.

Unless your father have explicitly say he has already change your status, otherwise you will not know. Cos you will still be grand a visa number and such.

Again, after you changed to 2B, you will be requeue to a very long queue....And literally start over a new application....
