Let me clarify first.
You are currently under F2A, which the State Department is processing application as of June 1, 2005 (providing you are born in Hong Kong). So you should have to wait for 2 more years (originally).
However, due to your age, you will be deem ineligible for F2A. Your father must contact the National Visa Center to downgrade your petition to preserve your priority date. Currently, the State Department is processing application as of August 22, 2001. So you will have 6 more years to go. The downgrade request must be done manually in writing. There is no form needed.
But I do have a question for you. When you said your case is under initial review at Texas Service Center, which means that your case is in USCIS. It is a abnormal situation. So are you sure that the case is in fact for the petition I-130 or something else?
