The Government is the ruling party, so at the moment it is Labour.

Parliament is the legislative body (the body which makes the laws), so it's the House of Commons and the House of Lords.

The government consists of far more than just the Labour party or just the MPs. It consists of the Cabinet and the Ministries as well. Each Ministry or department consists of thousands of civil servants.

The government consists of Members from the two Houses of Parliament, the Commons and the Lords.
the ordinary member ship of these houses is supposed to examine the actions of the government and bring them to account.
However during the period of this Blair/Brown government one party (Labour) has had such a large majority that this duty has fallen by the wayside because members are afraid of being deselected by their party for the next election if they actually criticise the government the way they should.
It is a case of the Party Whips (who are responsible for discipline within the party) and are very powerful actually working against the inters ts of parliament and therefore the electorate

When you talking about Parliament, you were talking about the House of Parliament as a whole, House of Lords and House of Common, House of Common is where you see the group of cabinet of ministers making administrative decision for UK. House of Lords is/was (replaced by Supreme Court and moved out Parliament) the upper house and the final appeal court in UK.

Government is a creature to control the country, such as the civil servant usually are said to be work for the government.

The Government is the Labour Party. Parliament is all the parties put together and the House of Lords.
