Hi I am F1
I think you should teach he/she part by part, like
articles
prepositions
tenses
voices
adjectives
adverbs
etc...
or maybe, this is a desperate solution, take it as a last choice
you may need to force he/she to speak, listen, and read english all the time, let he/she to get used to english. exposure is important
but i would like to know if he/she is kinda...normal? cuz some of my classmates (when i was p5) they fail most of the eng test and exams, but ive never heard of this sorta case before
maybe you can let he/she do these exercises (but of course don't let him/her know how many letters are there in one word)
1. She is strong enough to lift the table by_______.
2. One of my brothers is a businessman; the other is __ accountant.
3. This photograph of my family __ ___ (not be) very good.
4. He shot himself in a hotel __ New York.
5. My pet is a very ________(obey) dog.
in fact i plan to give you the answers as well, but as i saw the one to asked this question is...someone who didnt want to show his/her name, so i suspect if you are the p5 student? no offence if you aren't, sorry.
and btw, if you aren't, what level of education are you in?
hope i can help you though.

Yes, I agree with wongchithin as well.
參考: Me and my younger sister's P.2 exercise book (Well, you said his/her English standard is just up to P.1/P.2 level, so I had to borrow my sister's book.).
